Council takes gamble on marina

BUILDING work is to start in February on Whitby's £2.8m marina development despite the case being referred to the Ombudsman.
Objectors say Scarborough Council, which gave permission for the project, should put a stop to work until the local government watchdog has decided whether or not the public were properly involved in the planning process.
John Riby, Scarborough Council's head of engineering and harbours, said the council is contributing £1.3m while £600,000 of funding from Yorkshire Forward and £900,000 from the European Regional Development Fund has also been secured.
But if the Ombudsman decides the public consultation was not carried out correctly the money could have to be refunded.
However, Mr Riby said councillors decided the risks were manageable and they are working on the basis the Ombudsman will find the council acted appropriately and so have put the work out to tender.
It means work will begin on the 40 new pontoons in February while work on the water resource centre and environmental improvements will start in April.
But Whitby and District Tourism Association (WDTA) and The Marina Development Action Group fear the town will be plunged into chaos during the tourist season and believe as many as 70 car parking spaces could be lost while the work is under way.
John Freeman, of the WDTA and chairman of Stop the Marina Development Action Group, said: "It's absolutely appalling and shows the arrogance of the council to not have the humility to wait until it has been judged because it has another agenda far bigger than the marina.
"The council is taking an enormous risk. It's going to be absolute chaos this summer."
The WDTA believes the long-term plan for Scarborough Council is to develop the whole of the marina which is why they are rushing ahead with the project.
Diana Jeuda, of the marina action group, said the move by the council was a "travesty of local democracy" and said the council had used the pretext that work was due to begin in July as an excuse to "rush" the consultation.
Mr Riby denied the council had plans to develop the marina for housing under this scheme and said Endeavour Wharf will remain a cargo wharf for the foreseeable future.
He also said the council will consult with the relevant bodies on the issue of car parking and said no parking spaces will be lost in the final scheme.
Bob Stay, assistant ombudmsan for the team investigating the issues at Whitby, said if they find the council has behaved improperly they do not have the power to stop the work and added the council is entitled to start the project while they are looking into the case.
He told the Whitby Gazette: "We can't turn the clock back, the thing has got planning permission. It can only be taken away by the courts."

International yachtsman Alex Bennett is proud to announce a major new yachting campaign supported by a sponsorship deal with the Graphic Systems division of FUJIFILM UK Ltd.

The new campaign is built around an exciting new sponsorship deal involving the construction of a new racing yacht to compete in major oceanic shorthanded races such as the 2007 Transat Jacques Vabre and Single-handed Transatlantic race in 2009. The new yacht is being designed by the Owen Clarke Design Group specifically to conform to the new French Class 40 Rule (see www.class40.com for more info)

The state of the art forty foot boat is being built in the United Kingdom in the West-Country and will take to the water in June 2007 in preparation for an exciting three year campaign.

Thirty year old Bennett said, “Things are going great. We are now three months into the construction of the new boat.. I just can’t wait to get sailing again as we certainly have exciting times ahead.

West county based Alex is one of a new breed of competitive professional yachtsman. In 2001 Alex won the Open 50 division of the prestigious Transat Jacques Vabre race, setting a new course record in the process which he still retains.

In 1999 Alex competed in the Solo Mini Transatlantic race, achieving the best British Result in the 20 year history of the event coming 5th out of 88 competitors. Most recently he competed in the Oryx Quest Round the World Race onboard the 120 foot maxi Catamaran “ Cheyenne ”.

Maintenance on WYC Host Website

Please note that as part of the ongoing improvement to our Netork
and Infrastructure we are in the process of moving services between data centres.

As part of this, we will be moving the hosting platform on Wednesday 29th November 2006. This migration is a simple physical move between two facilities and will require some downtime whilst the move is carried out.

We have therefore set aside 4 hours from 11pm on Wednesday 29th November until 3am Thursday 30th November 2006 for the migration.

I am sure that will not bother most of us who will be either tucked up in bed or having something far more interesting to do.

Lifeboat Engine Theft

Thieves left Whitby's inshore lifeboat crippled after stealing its engine.
They smashed the lock on the lifeboat shed in Coates Marine boatyard and stole £8,000 worth of life-saving equipment.
A night sight used by the crew, tri-lights which are fitted to crews helmets, tools, a spare propeller, a first aid bag, five pairs of gloves, a G.P.S navigator and a mobile phone were also taken.
Also stolen during the break -in on Tuesday night was a Yamaha engine belonging to the yard worth £4,000 and another engine owned by a customer valued at £3,000.
Whitby Lifeboat spokesman Pete Thomson said if there had been a call out after the theft there could have been disastrous consequences.
He said: "Had there been an emergency call then there is the chance that not having this equipment would have put lives at serious risk."
The lifeboat had to have another engine specially delivered on Wednesday morning to ensure that they could operate at full capacity.
"The items stolen are used to save peoples' lives. I can't believe they have been taken," said Mr Thomson a former lifeboat coxwain.
"It makes me wonder what kind of animals would steal a lifeboat engine. It's a despicable act."
Mr Thomson found it particularly upsetting because a lot of people in and around Whitby donate money to help the lifeboat.
"Recently a man raised over £1,200 for the Whitby Lifeboat and then for him to have raised all that money and then to have five times that stolen beggars belief," said Mr Thomson.
"I can't describe how angry I am."
Whitby police believe between 6.30pm on Tuesday and 8am on Wednesday the suspects parked in a road on the opposite side of the railway to Coates Marine. They then crossed the tracks before cutting through the fence at the boat yard and taking two motors from the yard using a wheel barrow to take the equipment back to a waiting van.
The men then forced the padlock on the shed where the inshore lifeboat is housed before making off with the equipment.
The motors are heavy pieces of equipment which would be difficult to lift without help.
William Uppington, managing director of Coates Marine, asked that anyone who is offered any equipment which they think may have come from the robbery to inform the police immediately.

Arctic bird makes home in harbour

A little auk was spotted by Whitby lifeboat crew last week nesting between the boat and the pontoon.
Lifeboat crew member Mike Russell, who took photographs, recognised the bird as he had seen one years before at sea.
"It has been nesting near us but every time we get near it it hops away into the water," he said.
"It has obviously been looking for shelter and has found somewhere it likes."
There has been a large migration of the bird past these shores recently and it is likely that this Little Auk was blown off course.
They usually winter in the open ocean where there is a plentiful supply of zoo plankton which is their main food source.
They have been known to migrate this far south although it is unusual for them to be seen inland.
Susan McGinty, who works for the RSPB, said that the bird will eventually make its way back out to sea when it is ready and should be left to find it's own way.

2. Notes of Previous Meeting
The notes of the meeting held 7 July 2006 were agreed as a true record. (Appendix 1)

3. Matters Arising
Safety Ladders - Ms Jeuda stated that she had sent a letter to Mr Riby with regard to the safety ladders and that she had received advice from a boatowner who was an engineer who had expressed a view that they were unsuitable. She expressed concern that there were only six cleats along the pontoon where the portable ladder could be placed if needed. Mr Willis stated that the permanent ladders had been moved and the portable ones modified, at the Whitby Boating Associations request, and they can now be used anywhere along the pontoon with a person helping the water based person out of the water by `bracing' the ladder. Ms Jeuda was unhappy with this arrangement. Mr Willis commented that the ladders had been moved and altered and the offer had been previously made to meet the Whitby Boating Association on site to reach a mutually agreeable solution.
Mr Willis, Mr Riby and Ms Jeuda agreed to meet on Church Street pontoon following the meeting.

Extra Bridqe Openings - Ms Jeuda commented that this had been very well received by the leisure users and she hoped that it could be built upon for next year. A meeting will be arranged as usual to discuss the extra openings for 2007.

Municipal Ports Review - Mr Willis reported that Capt. Estill had been due to give a presentation to the Overview and Scrutiny Committee but this had been deferred to a future meeting due to other business.

Non-attendance at meetinqs - Mr Willis reiterated that these meetings were only useful if well attended and thanked everyone attending. If unable to attend please send a representative.

Party Pontoon Maintenance - Mr Willis confirmed that the lats on the party pontoon had been replaced.

Buskers - Mr Willis reported that the situation had improved as the season progressed. Mr Woodhead added that a band which uses amplifiers are being targeted if they return.

Floatation - Church Street Pontoon - Ms Jeuda asked that the floatation at the bottom of the access ramp be investigated. Mr Willis reported that he was aware of this issue and it is being investigated but is not simple to repair.

Cleaninq - Drvinq Pontoon - Ms Jeuda asked if the drying pontoon could be cleaned and was informed that is was being done that afternoon.

Chemical Toilets Emptied - Ms Jeuda stated that this facility is used by some of her Association's members and could it be ensured that there was a provision for this in the development. Mr Willis reported that he had checked with other marinas on the North East Coast and none of them had this facility, but he noted the observations.

4. Port Managers Report
Mr Willis reported that there had been a noticeable increase this year in visiting fishing vessels and their landings masked the current situation of the local boats. There had been a large number of visiting fishing vessels landing in Scarborough. Mr Whitton asked why the figures reported were not exactly 4%? It was explained that this was due to the ad valorum charges on prawns being 3%.
Mr Winspear reported that Scarborough had proved popular due to the quality of the ice available and its location nearer to the fishing grounds.
Mr Willis reported that there had been no cargo enquiries. The dredger had been at Scarborough Harbour during the period but had now returned to Whitby for the winter season. The dredger would have to go to Staithes for a short period.
There had been a couple of near misses in the harbour involving the speedboat with a trawler and with the rowing club vessels. Letters had been sent to the operators of the speedboat and they have acted upon instructions.
Mr Frith asked if jet skis were permitted in the harbour? Mr Willis reported that the MCA have set up a panel to examine personal watercraft (PWC) and explained the difference between jet skis and PWC. All harbours are awaiting direction from the MCA on how to proceed.
Mr Willis reported that the website was proving popular and receiving a lot of `hits'. He encouraged the group to view the site and provide feedback. (

5. Fishing Industry (prospects and requirements)
Mr Winspear reported that at current levels the UK quota for cod is expected to run out within the next six weeks despite the good signs that there are cod and whiting in the North Sea it is likely that the area will be closed to fishing. The whiting quota has also been reduced. Scientists are requesting up to a 25% reduction in all cod related quota.
Mr Willis reported that there is a possibility that two of the keel boats from Scarborough will be leaving and the Scarborough Alliance Fish is closing with operations being run from the Whitby Office. The ice plants at both ports are struggling.
Mr Willis reported that Capt. Estill is to approach the fishing community with a view to explore how their landings to the ports might be increased. This must be equitable and fair to both visiting and locally based vessels. Capt. Estill, Mr Riby and Cllr Christon are to discuss and pursue this.

6. Shellfish Holding Facility
Mr Riby reported that the application to the Council for funding was due for consideration in November 2006. The tendering process has taken place and if application is successful works could start early in 2007.

7. Whitby Upper Harbour Development
Mr Riby reported that the funding has been approved and the works are going out to tender. The development is to be completed by March 2008. Mr Riby to meet with the users, after tenders and method statements have been submitted by contractors, in order to discuss logistics. Mr Woodhead enquired about the loss of car parking during the works and the possible use of Endeavour Wharf. This would form part of the considerations.
Ms Jeuda requested that it be put on record that the Whitby Boating Association are surprised and disappointed that funding has been granted whilst the Ombudsman's decision is pending.
8. Fees and Charges 2007/8
Mr Willis reported that the Accounts section had been unable to be represented at the meeting. Predications are that next years fees will increase by 3% with ad valorum charges remaining at current levels.
Mr Riby reported that some users of the harbour are habitual late payers of fees and dues. He informed the group that the Council would not tolerate this and will exercise sanctions under the berthing contract conditions and if necessary licences may be withdrawn.
Mr Willis stated that a meeting will be held between Capt. Estill, Mr Riby and Cllr Christon with the Income and Recoveries Section to ensure debts are consistently pursued.
Mr Whitton asked about the payment of fees in two stages at Scarborough Harbour? The situation was clarified.
Ms Jeuda enquired about the possibility of paying by direct debit. Cllr Christon will consider the possibility of this. The group was reminded that the Harbour Office are able to accept credit/debit card payments by phone or in person.
Mr Whitton expressed anger at the passenger dues levied stating that these subsidised the private vessels and with the removal of the Church Street toilets the passenger vessels had no facilities to justify these fees. Mr Riby reiterated that the Church Street Toilets are not contractually linked to the harbour.
Cllr Christon will be reviewing the whole payment situation.

9. Dredging
Mr Willis reported that the new excavator had been fitted to the Saltwick and a press release would be released. The previous excavator achieved almost double its life expectancy. The new equipment is now up and running and maintenance dredging will be progressed. The software on board is very high tech. The pontoon has been refurbished. The new digger cost approximately £88,000. Mr Willis reported that the current system provides good value for money when compared with the fees required for the plant hired in to complete the inner harbour pontoons at Scarborough.

10. Disabled Access for Charter Boats
Mr Willis reported that the Charter Operators had requested disabled access for their customers. Recent alterations include the slats on the access bridge being removed and a non-slip coating being fitted. The angle of the concrete walkway to the pontoon access is a I in 12 angle which is within the Disability Discrimination Act requirements. Mr Willis also explained the limits that the requirements of the DDA could be accommodated within the port's environment.
Mr Whitton requested consideration be given to a berth being left clear and available on the Party Pontoon for the boarding and alighting of disabled passengers. Mr Willis reported that the end of the pontoon near the `chicken run' was usually available and that leaving a berth free elsewhere could impact on harbour budgets.
Mr Woodhead asked if a quarter pontoon could be placed adjacent to the party pontoon for disabled access?
Ms Jeuda requested that the group consider the DDA is not specific to wheelchair users and asked for the Church Street Pontoon security gate to be replaced as she believes it to be too heavy. Mr Riby reported that there were planning issues to resolve regarding moving the security gate and the suggested cage. It was agreed to examine this matter by meeting after the meeting.

11. Eskside Wharf
Mr Riby reported that following a meeting at the Harbour Office on 19 July 2006 with the Whitby Boating Association, Whitby Chartered Skippers and Whitby Cruising Association several options were tabled and each association was asked to put their views in writing. Only one letter had been received. A discussion took place between Mr Riby and Ms Jeuda as it appeared that her letter had gone astray. A hard copy of the letter was given to Mr Riby. Ms Jeuda expressed delight at the idea to have facilities on the east side but was concerned that there was no sheltered waiting area. Also that if these provisions were to be made to the East Side then they needed to be done properly. Ms Jeuda also expressed concern at the price of the car parking which she saw as unreasonable.
Mr Riby reiterated that the provision needed to be self-financing with no extra costs to the harbour. The options had been fully explored by Mr Woodhead and these had been discussed at the meeting in July. The preferred options were facilities with a dedicated car park or facilities with a pay and display car park. Mr Riby had yet to receive comments from the Whitby Chartered Skippers Association. Mr Whitton will put his Associations views in writing.
Mr Willis reported that interest in the area has been shown from third parties and a decision on progressing these facilities needs to be made so that if they are not going ahead other opportunities can be considered.
Ms Jeuda asked for a copy of all the options presented by Mr Woodhead at the July meeting and said she would consider these and forward a written response.
Mr Riby reported that once a decision had been made then planning permission could be applied for and, if successful, could then form part of a five year plan.
Mr Woodhead explained that the costs of the facilities came from electricity, water, business rates, cleaning etc, as well as the hire of the facilities.
Mr Riby stated that once views from all three parties had been received in writing then he would discuss with the Finance and Planning Sections of the Council.
Mr Woodhead added that the previous two revenue-earning schemes for the harbour had lead to the Church Street Pontoon and the Party Pontoon being installed.
Mr Winspear asked the group to reflect upon the public using a pay and display car park and then finding that the toilets were unavailable for their use. ACTION: J Whitton, D Jeuda

12. Oil Spill Exercise
Mr Willis reported that as per legislative requirements an annual exercise took place on 19 September with the Tier II providers, D V Howells. As part of the North East Ports Partnership staff from other ports attended and took part in the exercise. Mr I Jackson, MCA, attended and was very pleased with how the exercise went.

13. Items Raised by Coblemens' Association - Private Vessels using Dock End
Mr Marsden expressed concern that some private vessels were using the Dock End Basin when all the working boats were out at sea but when they returned to the harbour they were unable to take up their berths due to private vessels. Damage from a private vessel had also been caused to Mr Marsdens' boat but this issue had been satisfactorily resolved following intervention from the Harbour Office staff.

14. Any Other Business
Visiting Vessel - Crew Conduct - Mr Marsden described an ur,)savoury event which took place on Sunday morning involving the crew of a visiting vessel and a lady with two small children. The Watchkeeper had intervened in the situation and Mr Marsden had managed to persuade the lady not to go to the press. Mr Marsden advised that these were not locally based fishermen.
Mr Willis to write to the lady and the owner of the vessel in question.

Rescue Mission for Whitby Lifeboat Crew

Better safe than sorry...Whitby lifeboat crew scrambled to carry out a search and rescue operation in the North Sea found that the "man overboard" was a dummy left behind by another RNLI crew after a training exercise.
The crew of a passing ferry had spotted the figure about six miles off Whitby and, called Humber Coastguard. They in turn called out the Whitby crew for an 8pm launch. A coastguard party was also assembled on the shore ready to assist in the search.Crew members believed that whoever was in the water was probably already dead. But as they got closer they realised there was something not quite right about the "body".It turned out to be a mannequin belonging to the lifeboatmen at Whitby's sister resort of Filey which had gone missing during a previous training session. So they decided to bring him home.Whitby station mechanic Glen Goodberry said: "We got the call and headed straight out to pick up the body. The ferry had tracked the body so we found it straight away."When we got close to it we realised what it was. These kind of things happen. Dummies can float off during an exercise. So we brought it back and sent it to Filey."Whitby Coastguard was also deployed to stand ready at the bandstand during Tuesday's alert but the team was later stood down. A Filey lifeboat spokesman said they were aware of the incident but did not wish to comment.A RNLI spokesman said: "They are used in man overboard exercises and called Man Overboard Dummies. They are shaped like a human and heavy so it is realistic if they have to drag them back into the boat."It's part of training. It does not happen very often but unfortunately they do sometimes get washed away and it is not worth wasting resources and possibly endangering people recovering them. The procedure is to let the Coastguard know."

Atlantic Trip

PELAGIA PROPOSED ATLANTIC CIRCUIT

2007/2008

Chris and Patricia are proposing to sail an Atlantic circuit with Pelagia, a Hallberg-Rassy 36, during 2007 and 2008. Crew will be needed for certain parts of the trip, so that for the longer legs we have a crew of 3 or 4 competent people. We have listed the approximate timetable below and would like to know of anyone interested in joining for any leg. If you are interested please contact us at the address or telephone number above, or by e-mail at chris@richardson-fryup.freeserve.co.uk. We would like to know whether the interest you express is “possible” or “probable”, so that we can plan with some degree of certainty whom we may take.

· May 2007 – sail from Whitby to Falmouth, stopping as necessary en route for weather or rest. Approximate time 2 weeks.
· Leave the boat in Falmouth for a couple of weeks.
· Mid June – leave Falmouth to cross Biscay for Northern Spain and down the Portugese coast to Lisbon or further South. Crew may join for just the Biscay trip or for the whole leg. One week for Biscay and two weeks for Portugal.
· Leave the boat in Portugal for a few weeks.
· September 2007 – sail from Portugal to Madeira, one week.
· Stay around Madeira for a month.
· October 2007 – sail to the Canaries, Gran Canaria or Tenerife, one week.
· Stay there until end November 2007.
· Sail from the Canaries to the Caribbean, Barbados or St Lucia, 3 to 4 weeks, arriving at Christmas 2007.
· Sail around the Caribbean during Jan, Feb, Mar, April 2008, making way Northwards.
· Leave the Caribbean bound for the Azores, May/June 2008 – 4 weeks sailing.
· Stay in the Azores for 2 weeks or so.
· Sail back from the Azores July 2008 to Southern Britain, 2 weeks.
· Sail back to Whitby July/August 2008.

Dredger Restored to Service

WHITBY'S dredger now has a new £88,000 piece of kit to help in its role of cleaning up the town's harbour.
Scarborough Council has bought a new digger arm known as an excavator for its dredging barge, Saltwick.The excavator, which is rather like a large metal claw, is used to remove silt from the harbour before taking waste taken out to sea where it is disposed of safely at a special site licensed by Department of Emvironment Food and Rural Affairs (DEFRA).Its old arm snapped off in January while it was dredging the town's harbour near the fish pier and had to be dragged back on the boat itself after it became stuck upright in the water.The old excavator had come to the end of its life after 13 years service and with its computerised technology it will enable the council to dredge more effectively in both Whitby and Scarborough .Coun Beryl Christon, portfolio holder for harbours and performance management said: "In recent years the council has invested heavily in the replacement of its ageing dredging system to the point where its reliability and capabilities are greatly enhanced. The system has proved to be cost effective and excellent value for money since introduced in 1993 and I am delighted that this can be expected to continue into the foreseeable future."

Sinking Fishing Boat Drama

WHITBY lifeboat was called to assist in the rescue of a sinking trawler off the coast of the Tyne.
The lifeboat was needed to escort the vessel Resolute into dry dock at Whitby after they received a call from the Tynemouth RNLI.The incident started at 10pm on Thursday after the skipper of the 23 metre fishing boat based in Fleetwood, Lancashire, made a Mayday call to coast guards after his boat began to take on water and suffered engine failure.The Spirit of Northumberland lifeboat arrived on the scene at 10.30pm to find that three of the five man crew had already been transferred to another fishing boat.A rescue helicopter from RAF Boulmer placed a pump on board the Resolute, whose remaining crew eventually managed to restart her engine.It was decided that the boat would be able to make it to Whitby because of the dry dock facility available.Glenn Goodberry, station mechanic at Whitby Lifeboat, took part in the rescue."We got the page telling us that we were needed at about one in the morning," he said."We put to sea about an hour later before escorting the boat back into Whitby at about four o'clock. The conditions were favourable and made our job easier but everyone performed well to make sure that everything went smoothly."Michael Nugent, Tynemouth RNLI coxswain said: "We escorted the vessel to near to Whitby where our colleagues from the Whitby RNLI took over."The volunteer crew performed brilliantly in dark, cold conditions. This is why we train so hard, to make sure rescues like this go like clockwork."None of the crew of the Resolute suffered any injuries and the vessel will now go into dry dock for repairs at Whitby.

Remploy (the manufacturer) has brought to our attention that some lifejackets that
have been sold as the

ENGLAND’S PROFESSIONAL LIFEJACKET

manufactured between the 6th of October 1997 and the 24th of July 2006, from batch
numbers referred to in the attached document, all of which have a green outer cover, may have been incorrectly assembled, possibly leading to an inflation failure in the event of manual operation. No matter of concern has been raised regarding their automatic inflation. These lifejackets are being recalled as a precaution for inspection and, where appropriate, repair or
replacement.

Owners of lifejackets as described above should:

Marina to go-ahead

Marina to go-ahead soon
WHITBY Marina development will go-ahead despite a risk that external funding could be clawed back if the council is found to have mishandled the public consultation.
Objectors to the marina development have complained to the ombudsman about the consultation. If the ombudsman agrees there was serious maladministration then Yorkshire Forward, which is providing £672,000 of the total £2.7m cost, could ask for its money back.But Scarborough Council's cabinet committee feels that a detailed document which refers to the extent of public consultation exercises undertaken, together with a letter it has negotiated with Yorkshire Forward, means the risk is considered acceptable.Ian Anderson, the council's head of legal services, said if it was found the council had been guilty of maladministration it would have to be so serious as to be worthy of a judicial review for a refund to be given.The council hopes work on the marina will begin in December with the project completed by December of next year.

Adventures of Treoggin

Hello all.
I am currently in Poland heading for Germany and passage through the Kiel canal into the north sea, but I will cover that later.
I went up as far as the Gulf of Riga to Parhno and then visited Tallin and Harpsaloo by bus, from Parhno I sailed to a delightful little island in the middle of the Gulf Called Ruhno and spent a couple of very nice days their, it's a very small rural community and relies almost entirely on tourism now for its existence, however it's tourism of a very special kind, there are no hotels and if you come you must bring you abode with you, which if your not a snail or something includes yachts and motor boats but mostly camping.
An added excitement at the present time for campers is a large brown bear which crossed over on the ice from the mainland last winter (some twenty five miles) and has avoided all the efforts of imported hunters from Finland to apprehend it.
I hope they don't succeed because I fear if they do it will be killed, and if left alone it may cross back again next winter, it can't be very interesting if you are a bear on an island with no other bears.
I had an excellent sail out of the Gulf sailing towards Ventpills in Latvia, about 70 miles, I stopped the engine and hoisted the sails just outside the tiny island harbour and didn't start it again until entering Ventspills harbour having averaged over five knots for the whole journey, which pretty good going for my old boat.
Since then I have had a mixed bag of weather with some days where the engine is constantly running, this often when the sky is cloudless and the sun beating down, it's a shame that often the best sailing is when the weather generally is not so good, but I'm not complaining.
That I think will do for now.

CARIAD 1896



CARIAD 1896 ( a Welsh word for Sweetheart )

Was the largest yacht ever to be designed and built to this day by Summers & Payne. It was built for Windham Thomas Wyndham-Quin P.C., K.P., C.M.G., O.B.E., 4th Earl of Dunraven and Mount-Earl, Baron Kenry.

January 16th
Cariad launched and then travelled to Southampton Docks for stepping of her masts. She later returned to Belvederes, Northam to ship her top gear.

Cowes Week:
First attempt for the Emperors Cup. Placed 30 minutes after the winning time of 3 hrs 17min by ”Anemone”.

19th February 1897:
Set sail for the Mediterranean, but not for long as she sustained damage to her rudder trunk and had to put in to Plymouth.

Mid March 1897:
Repairs completed at Northam and Cariad under way again.

July 16:
Return to Southampton from the Mediterrian to prepare for Cowes Week.

October 15:
Return to Summer & Paynes’ Yard.

1898 11 February to 25 March
Fitting out for summer season.

May:
Cariad leaves Lisbon to participate in the “Vasco da Gama Cup” a regatta to celebrate the 400th anniversary of Vasco da Gamas’ voyage around the Cape of Good Hope to India. Achieved 1st place and returned home to the Royal Yacht Squadron with the cup.

1900:
Cariad bought by J.B. Miller, a prominent yachtsman of that time.

1902:
Cariad bought by Captain C.B. Dixon-Johnson of Darlington, a member of the Royal Yorkshire Yacht Club.

1913:
Bought by Frank Chaplin, a member of the R.Y.S. (elected in 1911). He changed her name to Fidra (after the island in the Firth of Forth) and fitted her with a Bergius 4 cylinder paraffin motors.

1919:
Fidra bought by a Swedish Navy Lieughtenant and member of the K.S.S.S., Sune Tamm and his brother Sebastian. With four other officers and a crew of 6, all under the age of 30, they prepared for a circumnavigation of the world.

September 1920:
Fidra departed from Karlskrona, sailed through the Magellan Straits and on to Tahiti, Honolulu, Suva, Yokohama, Hong Kong, Singapore, Colombo, Aden, Suez and Gibraltar, returning to Sweden in 1922.

1926:
Lord Dunraven, Wyndham-Quin, the original owner of Cariad, passed away at the age of 84.

1927:
Fidra bought by H.J. Wenburn and H.E. Evans of South Africa and is taken to Capetown.

1929:
Evans sells his share to Wenburn who becomes the sole owner.

1933:
Wenburn desired to change the name back to Cariad but Lord Dunraven had built another yacht called Cariad II. To differentiate between the two yachts it was agreed Cariad II would become Cariad and Fidra would be Cariad I.

1948:
Cariad I bought by A.W. Flitton of South Africa. Flitton sails on Cariad I to Trinidad in the Caribbean.

1953:
Flitton installs a new General Motors 4 cylinder 80hp diesel engine in Cariad I.

1956: to 1960:
During this period, Cariad I had her sail area reduced from 5480sq ft while keeping the gaff ketch layout.

1963:
Cariad I bought by Loring C. M. Ratteray of South Africa. The Home port was changed from Cape Town to Durban,

1969:
Cariad I bought by K Sutie aalso of South Africa.

1981:
Following several years of chartering in the West Indies, it was decided to completely gut Cariad I and restore her to her original style and beauty. This was commenced in Antigua,in January 1981 and when the vessel returned to England to participate in Cowes Week in 1983, the work was completed by Southampton Yacht Services who were previously Camper & Nicholson’s Northam Yard and prior to that and prior to that Cariad I’s building yard, Summers & Payne. The modifications were extensive with the main mast and spurs, part of the planking,the gimbaled table, steering gear and wheel, ships bell and the chronometer being the only equipment re-used.

8 September 1983:
Cariad I bought by Pamela Anne Marvyn of London, England.



13 September 1985:
Cariad I set sail for Turkey, experiencing storms on route whist visiting Greece. Attended Agents Week in Marmaris and stayed for the charter season in Turkey. The voyage to Malta in September took 4 weeks due to stern shaft problems, adverse weather conditions and lack of an inner jib which blew out after the failure of the roller furling gear. Repairs were completed in Malta including the replacement of planks and the return to hanked on headsails. A new boom was made for the staysail. The winter was spent in Antibes, France.

1986:
Cariad I set sail for Palma.

13 September 1987:
Cariad I bought by a Japanese Corporation.

10 October 1987:
Cariad I departs Malta for Japan. On route she stops over in Grece, Egupt, Djiboute, Singapore and Hong Kong.

31 January 1988:
Cariad I puts in at at Yap in Micronesia.

11 February:
Cariad I arrives at Naha, Okinawa. Remains there until March 8.

March 23 to October 22:
Repairs and modifications carried out at Sagami Dockyard.

April 1989:
Cariad I displayed in Yokohama Exposition “YES”

14 January 1990:
Sets sail for Singapore.

24 January:
Cariad I puts in at Kaohsiung, Taiwan for repairs of the main gaff and mizzen boom.

1993:
Cariad I had been left abandoned by the Japanese Corporation that was about to go bankrupt as the Japanese economic bubble burst. The Japan Charter Yacht Association heard about Cariad I and decided to see if she could be saved. They took up a collection from interested members and bought Cariad I from the Corporation who went bankrupt shortly afterwards. Extensive repairs were done in Singapore including replacement of the broken mast which was brought all the way from England. On the way back to Japan from Singapore, further work was done in Taiwan such as laying of a beautifull teak and Holly deck.

26 August:
Cariad I arrives in Tokyo, Japan. Since then she has been active as the Flagship of the Japan Charter Yacht Association in trying to promote charter sailing and ocean leisure in general. She was used for sail training in Tokyo Bay.
Since 2004 she has been languishing in a Japanese Shipyard untill discovered and bought by Stuart Williamson. She has now been moved to Thailand where he intends to have her restored to her former glory.

Stuart a member of WYC and brother of Neil Williamson can now boast to own the oldest and largest boat in Whitby Yacht Club.

Commodores Thanks

I would like to personally thank everyone who helped to make Commodores weekend & the subsequent sailpast the following weekend a memorable occasion for both myself & Yvonne.

It must be a first to have to hold the `Sails Past' & the pontoon party in the club Lounge. I would also like to add my thanks to the `workers' for running the bar & the club over regatta weekend & the members who stayed back until the early hours to clean the Club after the party in readiness for the Commodores lunch.

Ladies Race

Due to inclement weather the Ladies Race planned for 9th July was postponed. It is now planned to have this race at 1300hrs on Sunday 6th August 2006 directly after the mornings race which is scheduled for 1000hrs. The PM tide on the 6th is at 1424pm, so in addition to to the 0930hrs bridge there will be normal bridges from 1230hrs through the afternoon.

We hope to see as many Lady helms out on the water on the 6th August as possible!

The crumbling coastline.

Multi-million pound scheme for crumbling coastline
RISING sea levels and coastal erosion could dramatically change the face of the Whitby coastline over the next 100 years if a multi-million pound defence plan is not adopted.
If allowed to continue unabated, hundreds of homes could be lost and the bottom part of Robin Hood's Bay village might have to be abandoned.
And even if a massive coastal management plan is approved, there could still be the loss of some homes at Staithes and Robin Hood's Bay.
The coastal road between Whitby and Sandsend could also be vulnerable and Whitby Golf Course could be affected.
The Shoreline Management Plan (SMP) is a long-term strategy looking at coastal defence over the next 100 years.
It covers the area from South Tyneside to Flamborough and is a joint project by Scarborough Council and coastal local authorities and other interested parties.
The plan, which has just been reviewed, is now due to go out to public consultation with a series of meetings planned to let people have their say.
John Riby, Scarborough Council's head of engineering and harbour services, said: "The shoreline management exercise is being carried out around the country and is trying to investigate where the coastline will be in 100 years' time and where investment will come from for coastal defences."
Whitby Pavilion will host presentations on Wednesday at 4pm and 6pm with a chance to voice your opinions.
The plan states the underlying policy will be to maintain the communities along the coastline between Skinningrove and Ravenscar.
But it goes on to state: "In some areas, in particular at Staithes (or in fact Cowbar) and at Robin Hood's Bay there will be loss of properties under the preferred policy.
"Even at Sandsend, the SMP recommends consideration of alternative routes for the coastal road rather than unnecessarily allowing more defence of the shoreline."
As well as the golf course, caravan sites to the south of Whitby are likely to be allowed to fall victim to coastal erosion.
The management plan warns if no action is taken to strengthen Whitby Harbour defences, the piers are likely to collapse within 30 years, possibly much earlier.
This would undermine the defence system and could result in the loss of more than 500 residential and commercial properties due to erosion and flooding by 2105.
The plan is recommending spending more than £16m on retaining the piers and improving defences along the West Cliff.
In Robin Hood's Bay, not taking any action to improve sea defences would eventually see a loss of properties in the lower village, possibly leading to the abandonment of the lower village completely.
The SMP is recommending strengthening defences, but warns that even by doing this, there could be a loss of up to nine properties to the north of the village.
At Staithes, the plan aims to maintain the village, with £420,000 spent over the next 20 years and a further £1.1m by 2100.
But there would still be a potential loss of 12 properties at Cowbar within 50 years.
Defences at Runswick Bay will also be strengthened and maintained at a cost of £3m over the 100-year period, although there may still be a loss of two properties south of the village and the yacht club.
In Sandsend, the plan is recommending maintaining existing defences to the village and the coastal road in the short-term but to look at possible alternative routes for the road with a view to abandoning it.
A £2.1m coastal defence strategy would be implemented in the medium-term.
The SMP, which is being drawn up by consultants working for Scarborough Council and other north east coastal authorities, looks beyond the short-term and attempts to examine risks and maintain policies for defending the coast, according to Mr Riby.
He said: "This is an extremely important piece of work which will not only set the scene for coastal defences now but for further generations.
"I would urge all those with an interest in the coast to attend Wednesday's meeting."

CELEBRATIONS were under way last night after it was announced the North-East would once again host the Tall Ships Race.
Hartlepool beat off competition from Newcastle and Gateshead, Aberdeen, Leith and the Shetland Islands to host the 2010 event, which is expected to attract thousands of tourists to the town and bring in millions of pounds.
The town will welcome up to 125 tall ships to Jackson Dock and the marina after being chosen by race organiser Sail Training International to be the finishing point for the race.
Hartlepool will greet the ships, which will have sailed from Kristiansand in Norway, on the second and final leg of the race.
Hartlepool Mayor Stuart Drummond said: "This is a proud day for Hartlepool.
"There's a great spirit of partnership in the town and we put together a very strong bid. We knew we had the capability and the passion to be a top-class host port and we are delighted that the race organisers felt the same.
"By 2010, the multi-million pound Victoria Harbour development will be well under way, and the event will present a tremendous opportunity to showcase the town."
Almost 40 vessels visited Hartlepool last year while sailing to Newcastle and Gateshead, which was the host port for the 2005 event.
Hartlepool Borough Council, PD Ports and Hartlepool Marina teamed up in April to submit a bid to host the next race.
Allan Henderson, Hartlepool Marina director, said: "Hartlepool already has an excellent name in the maritime world, and the skippers and crews of the tall ships which visited us last year were very impressed with the fantastic welcome they received. We'll be pulling out all the stops to organise another great Hartlepool welcome in 2010."
Andrew Dixon, of Newcastle Gateshead Initiative, which promoted last year's event: said: "Hartlepool played an important role in the success of last year's Newcastle Gateshead event and we look forward to working with them again towards 2010."

WHITBY Regatta could be changed forever to bring the event in line with health and safety laws.
Organisers have had to make radical changes to the Regatta parade cutting out the route through the East side of the town.And people will no longer be allowed to throw sweets into the crowds for fear of someone being injured and taking legal action.Float entrants this year will have to complete a risk assessment and meet a set of guidelines including providing their own safety officer and marshals as well as ensuring secured seating is provided on their vehicles.A large percentage of the Regatta's budget – £6,000 – now has to be spent on first-aid cover for the three-day festival of fun on land and sea.Chairman of Whitby Regatta, Ivor Greer said providing they meet all the health and safety requirements Whitby police has pledged its support this year for the event on 12, 13 and 14 August."We are working very closely with the police and health and safety officials to address the problems."We have to protect our committee members and marshals in the best way we can."We feel that because the Regatta is held in the town and not in a controlled area that our problems are multiplied and we feel that we have to make strict changes to keep up with health and safety legislation."It saddens me this is happening but unfortunately we have to move with the times."We just hope people will support us and try and keep the regatta going as it is."At times it feels as though our volunteers who work very hard are undermined by constraints of new legislation."Mr Greer said the Regatta committee is also having to look at the timing of the fair coming down and setting up in the town centre."It's been suggested bringing the fair in the early morning when there is very little traffic on the road and very few people about,"he said."With it being a one-day event the market traders and fair people set up and leave and it may make it uneconomical for them to come for the one day."But we are trying to work around that."PC Alison Graham, events and planning officer for the area, said safety was the primary concern of the police force but added that changes have also been made in the way North Yorkshire Police supply services for events.As a result of this she confirmed that changes would have to be made to some elements of the regatta but said these had not yet been confirmed.And she categorically denied that the police force would only provide officers to marshal the event if it is paid.She said: "It is not the case, as suggested, that police services will only be provided if they are paid for."The need for police services will be determined by the Event Safety Plan, Risk Assessment and Traffic Management Plan produced by the regatta organisers."North Yorkshire Police work very closely in conjunction with the Regatta organisers and our joint aim is for the event to be run successfully but primarily for the event to be run safely."The changes mean the parade of floats will set off from the Pavilion booking office as usual and will head down to New Quay Road.But it will not visit the east side, missing out Church Street, Helredale Road and St Peter's Road. The Whitby Jets and children in fancy dress will set off fom Market Place as usual and cross Bridge Street before going down Pier Road, followed by the floats.

Capt Estill introduced Ms Jeuda to the group. She confirmed that she will be henceforth the representative for the Whitby Boating Association. Capt Estill gave a brief history of why these meetings are held and explained the aims and remit of the group. The group meets to discuss issues and to keep users updated with harbour events. It is a non-political, non-decision making group and an opportunity for users to speak freely and hopefully reach a consensus of opinion principally about operational issues at Whitby Harbour.

Capt Estill confirmed that Miss Sandell no longer worked for the Council.

3. Matters Arising
Safety:Ladders -- Capt. Estill is aware that a ladder on the west side pontoon needs relocating. Ms Jeuda requested that the seaward ladder on the east side pontoon also be relocated. She also requested that some extra cheaper ladders be purchased and fitted at regular intervals on the pontoons Ms Jeuda to meet with Capt- Estill to discuss further.

Battery Parade Parking - Capt. Estill stated that a report is being prepared by the Council's car parking team.

RNL1 Sea Check Campaign - Capt. Estill informed the meeting that a sign would be placed adjacent to the slipway stating that sea checks are available from the RNLI.
Harbour Procedures Capt. Estill reported that a good practice/harbour procedure list was put together a while ago at a meeting with harbour users. Mr Frith suggested that this be displayed around the harbour.

Mr Benson expressed concern at the number of day launchers who do not have adequate safety equipment. Ms Jeuda added that she thought all children should wear lifejackets while on the pontoons Capt. Estil! stated that this could not be legally enforced although it could be recommended to users. Cllr Christon enquired as to whether the WyBA had a Code of Practice for members and if the wearing of lifejackets by children could be encouraged by them as well as the Council? The harbour will continue to work with the RNLI sea check campaign. Mr Frith offered assistance.

Church, Street Toilets ~ Capt- Estill reported he had investigated the possibility of users using the toilet in the Joiners Shop on Eskside Wharf but that, due to the condition, a new building would need to be constructed- Ms Jeuda informed the group that at the meeting she had attended, it had been established that the running costs of the Church Street Toilets would be in the region of £6000 capital + £2000 fixed costs with additional costs for cleaning. She enquired as to whether the funds could come from the harbours? Mr Riby explained that this was not possible and confirmed that representations had been made on behalf of the harbour users to the Council when the consideration for closure was being made. Mr Marsden added that the effects of toilet closure where not isolated to Church Street and it was a Whitby-wide issue.
Mr Riby offered to compile an options appraisal for a toilet facility for harbour users on the Eastside cautioned but that the costs of this would likely have to be borne by users. Any grant funding for any such provision would be investigated.

Church Street Pontoon_Refuse - Capt. Estill reported that he had made enquires about the possible refuse compound at the entrance to the Eastside pontoons and planning permission would most likely not be required should a 'cage' be fitted to the top of the access to the pontoon for the refuse receptacle. However, funding would be an issue to resolve.

St Ann's Staith Proposal - Mr Frith asked for an update on the proposal. This has yet to be progressed further. Capt Estill reported that this would be progressed when time and opportunity permit

4. Port Managers Report
Capt Estill reported that the fish landing figures and dredging statistics were significantly reduced as a consequence of the bad weather. The annual soundings have been carried out and six loads from the west side pontoon have been removed. Dredging of the outer harbour near Scotch Head has been carried out. Dredging is required alongside New Quay Road and he is aware that the Yacht Club has requested their pontoon to be dredged.

5. Dredging
Capt. Estill informed the meeting that the dredger would be working on a project in Scarborough Harbour for approximately two months from late April.
Funds have been granted to replace the excavator. The expected lifespan of the equipment had been 6-7 years and it has been working 13 years. All agreed that it had exceeded all expectations and had been good value for money

6. Shellfish Holding Facility
Capt. Estill reported that the facility was being supported by two funding streams. One had been secured and confirmation of the second was awaited. If all funding is approved it is hoped to start work on site in September 2006. The fishermen's cooperative will be constituted with a legally binding agreement. He advised that feedback suggested that on a national scale the fishing industry is watching with interest as to what is happening in Whitby. Mr Winspear was thanked for his hard work and assistance.

7. Whitby Upper Harbour Development
Capt. Estill reported that the Development and Regulation Committee approved the plans last month and confirmation of the external funding is awaited. A project team is being put together to lead the scheme and the next meeting of the working group is planned for Thursday 13 April 2006 at 4.30pm at the Pavilion and he hoped that the working group could now work together to progress the scheme.
Ms Jeuda stated that the WyBA had opposed the scheme but was prepared to work with the Council to ensure the scheme is properly delivered. Mr Benson also informed the group that the WYC were opposed to the scheme and the letters of objection and opposition appear to have been ignored
Mr Riby stated that the D & R Committee had considered all opinions in making its decision and that copies of all correspondence had been made available to the Members. The new project manager's team will be introduced at the meeting on Thursday and the harbour users input into how the scheme will be delivered around the normal workings of the harbour is important. Ms Jeuda asked that any paperwork or proposals should be distributed prior to the meeting. Mr Riby asked the members of the group to consider and bring to the meeting their issues and concerns over the implementation phase of the project and have an input around the logistics of delivering the improvements. The works will impact upon car parking, storage, moorings etc, and assistance will be required both before and during construction.
Ms Jeuda requested that the risks be highlighted and risk assessments be completed in accordance with the planning permission conditions.

8. Harbours Website
Capt. Estill reported that an in-house team were working on developing a new website for the Harbours and the web address would be 'www.yorkshireports.co.uk'. The meeting was asked for suggestions for any additions to the website and Ms Jeuda suggested a list of useful telephone number for emergency services, banks, TIC etc. Mr Riby suggested that 'safety' should be included as a heading on the web pages.
Capt. Estil! stated that the site should be up and running by 10 July 2006 although there was a lot of work to do before that date. Mr Woodhead asked if a web cam would be included? BE advised that this is something for the future. The site will be created, built and developed in-house.

9. Port Waste Management
Capt. Estill reported that the Waste Management Plan for the harbours needed updating and validating by the MCA. The new regulations are mainly applicable to cargo vessels and he asked the group if they were happy with the existing waste disposal management arrangements at Whitby so that the Plan could be updated and re-submitted? Ms Jeuda asked to see a copy of the plan and stated she was unhappy with the existing facilities as there was no waste oil provision on the Church Street Pontoon. Capt. Estill stated that facilities were provided on the west side and that this was considered sufficient or alternatively there was the disposal site at Stainsacre Lane. Copies of the existing plan will be distributed to the members for comment

10. Navigational Safety
Capt. Estill reported that at the monthly team meetings there had been no reported incidents and asked if the group were aware of any navigational incidents? None were reported.

11. ISPS Code - Exercise and Transec Visit
Capt. Estill reported that Whitby is an 'approved' port and is able to handle foreign vessels. A tabletop exercise took place involving some very high-ranking Police, Special Branch and Immigration Officers. A visit by Transec took place two weeks after the exercise. They were extremely pleased with what had taken place and they felt that the measures in place were over and above those expected from a small port.

12. Endeavour Wharf Parking
Capt. Estill thanked the fishing industry for their cooperation in the housekeeping undertaken on the wharf ready for the summer season.

13. Any Other Business
Extra Bridge Openings - Capt. Estill informed the group that an agreement had been reached with the WYC and WyBA to provide bridge openings at 9.30am and 5.30pm each weekend and bank holiday between 20 May and 3 September. Ms Jeuda thanked Capt Estill for this arrangement. Ms Jeuda and Mr Coates to contact Capt. Estill to discuss a suitable press release.

Parkol CCTV - Mr Frith reported that the hose pipes had been stolen from the Cruising Association and the culprit had been observed on Parkols1 CCTV. Mr Frith had contacted the person responsible and the hose pipes had been returned.
Fishing Vessel Pontoon Berths - Mr Marsden asked what the impact would be on the four fishing vessels moored off Endeavour Wharf when the planned marina improvements go ahead? Capt. Estill stated that this had always been a temporary arrangement and he will contact them to discuss options for the future.

Waiting Pontoon - Ms Jeuda asked if further consideration could be given to a waiting pontoon in the outer harbour9 Further discussion took place regarding the practicalities of locating a pontoon. It was agreed that Capt Estill would meet Ms Jeuda. He drew attention to the current problems with access around the work at the RNLl site.

WyBA Priority List - Mr Riby asked Ms Jeuda which of the items discussed throughout the meeting had the highest priority for the WyBA as with any changes funding would be the major component of any decisions made? Ms Jeuda suggested that the WyBA put together a prioritised wish list of requirements for consideration by Mr Riby and Capt. Estill.

Tate Hill Beach - Mr Woodhead informed the meeting that this area of the harbour would be cleaned before May. Police are aware of this area being used for anti-social behaviour and they will be targeting this area.

Langbourne_ Road__Coach Parking- Mr Woodhead reported that North Yorkshire County Council will be reviewing the regulations alongside Langbourne Road with a view to hopefully preventing coaches parking and dropping off passengers at the entrance to Endeavour Wharf.

Bird, Flu - Mr Woodhead reported that guidelines produced by defra had been circulated. Copies would be displayed around the harbour and a copy attached to the minutes.

Pontoon, Water_Quality - Capt. Estill reported that new hoses had been fitted to the pontoons and the water had been tested and is ok.

Avian Bird Flu - H5N1
As you are aware, preliminary tests have found highly pathogenic Influenza
A/H5 in a dead swan found in Fife, Scotland.
This email is to summarise the human health implications of this new development.
The key message is as follows:

1. At present H5N1 avian influenza remains largely a disease of birds. The virus does not easily cross from birds to humans and sustained human to human transmission has not occurred.

2. The threat to human health of H5N1 avian influenza remains low. The general public are not at risk from avian influenza unless they are in close contact (within 1 metre) with diseased poultry or infected wild birds

3. The public should not handle dead wild birds or other dead animals, which always pose a disease risk. However, if they have handled dead poultry or wild birds, people should always follow good basic hand hygiene measures.

4. The risk of being exposed to avian flu is almost entirely confined to those who have had close contact with infected domestic poultry or infective materials from poultry. This would include poultry farm workers, veterinarians and others involved in disease control. The HPA is working with these groups to offer protection such as antivirals to those possibly exposed in an incident.

5. To date, the majority of human cases of H5NI have been linked to direct exposure to live and/or dead infected poultry, notably during slaughtering, defeathering and food preparation. No cases have been confirmed in poultry workers or cullers. No cases have been linked to the consumption of properly cooked poultry meat or eggs.

6. Actions to be taken by the public are the same as those needed to avoid any of the other infections that can be carried by poultry or wild birds i.e. hand hygiene.

7. Detailed guidance on further protective measures to avoid the risk of infection whilst working with or handling poultry or wild birds if the risk assessment changes, has been issued and is available on the Defra and HSE websites.

8. Concerned members of the public can ring the Defra helpline on 08459 335577.

9. This development does not change the pandemic influenza status, we
remain in pandemic 'flu phase 3 (ie a novel influenza virus exists and is
causing disease among animals with limited transmission to humans and no
sustained human-to-human transmission).

More money for Whitby marina plan

THE decision to release an extra £100,000 from Scarborough Council funds for the design and development of Whitby Marina has been agreed.

At a meeting last Tuesday, the council's cabinet committee supported the proposal but said it will not release the cash until funding for the controversial scheme had been secured from Yorkshire Forward and the European Development Fund.
It anticipates money from both the European Regional Development Fund (ERDF) and Yorkshire Forward to be approved by mid-June.
So far, £120,000 has been spent on designers and consultants for the marina – the design of which has been criticised by many local people.
In a report to the cabinet it states the additional cash will be used to progress the project to the stage where tenders can be sought for the work.
If the funding is confirmed in June the project will still be on target with most of the work being completed by next summer.
Ray Williamson, head of regeneration services, said the fact the council has not released the money yet will not affect the scheme moving forward.
"It's not going to significantly delay the project. It's about re-programming their work. There are other elements which can be carried on with regardless."
Mr Williamson and John Riby, the council's head of engineering and harbours had recommended no further commitment be entered into and to keep the budget remaining at £120,000.

Gentleman of the sea passes away

Tributes have been paid to a true Whitby gentleman of the sea.
Mark Turton (77) of Royal Crescent passed away suddenly in James Cook University Hospital, on 20th May.

Captain Turton was born near York in 1928 and moved to Whitby as a young boy where he attended Whitby Grammer School. As a 17 year old, Capt Turton, joined the Merchant Navy as an apprentice with Whitby ship owners Headlams. Ten years later after working his way through the ranks he was awarded his masters certificate. In 1962 he married his wife Peggy and the couple later had two children, Sue (now 40) and Simon (now 42). Over the next 40 years Capt Turton commanded vessels throughout the world and his first was one of Headlams ships, the Egton. He worked for Headlams until the early 60s when he gained employment with Scottish Ship Management of Glasgow and from 1986 untill his retirement served with Pacific Carriers Ltd based in Singapore.

The couple returned to Whitby to live in 1968 and Capt Turton retired from life in the Merchant Navy after 50 years in 1995. Whether it was sailing ships or yachts, Capt Turton enjoyed passing his knowledge of the sea to others and taught navigational skills at Whitby Fishing School from 2003 to 2004. He played golf regularly with the Elderly Gentlemans Golf Society at Whitby Golf Club.

Together with his wife Peggy he was a member of Whitby Yacht Club and enjoyed sailing in races with many friends and recently with last years Club Commodore Derek Wright.
During his retirement he also served as a committee member of Whitby Lifeboat.
He was also a member of the Whitby Regatta committee for nine years and was a representative for the Whitby Regatta on Whitby Yacht Club’s committee.
Capt Turton was cremated at Scarborough Crematorium and his family are now making arrangements for a wake.

The Club has been successful in obtaining the variation to our licence, however, RC House does not want the responsibility of organising entertainment.

The season is rapidly passing & we therefore urgently need an entertainments officer to organise the Clubs entertainment. There must be able members out there who would be interested.
