The Club is presently compiling a Archive of Pictures of Club events (both sailing & social), if any member has any pictures that could be saved in the Archive the Club would be very pleased to receive either electronic copies of the photographs or the original copies so they can be scanned. The pictures presently held by the Club run from the 1930s to the present day, however any pictures from the 1980s/90s are particularly sought after.
You may not think your pictures are worth archiving but it is amazing what other members find interesting and therefore worth saving for future viewing. Please feel free to contact Neil on 07818 412 216 or via email neil.williamson303@btinternet.com to let him know what pictures you have....
Please have a look in your photo albums (and old shoe boxes), those old sailing pictures are worth saving.....

Coastguard Cuts

As you will no doubt be aware from recent media coverage, proposed government cuts to HM Coastguard have prompted a consultation process on a revised structure for search and rescue on the coast. In brief, the plan is to reduce the number and type of rescue coordination stations around the coast.
The Humber Maritime Rescue Coordination Centre at Bridlington will be significantly affected by the proposed changes.
Humber MRCC currently operates around the clock and is responsible for coordination of all coastal search and rescue efforts from the Scottish Border to the Humber estuary.
That geographic area contains some of the UK's busiest docks, estuaries,fishing centres, oil and gas fields; it's most picturesque coastline,resorts, acclaimed dive sites and wildlife havens.
Under the new proposals, Humber MRCC will suffer a two-thirds reduction in Coastguards and become a day-only station.
Overnight, responsibility for search and rescue coordination on the northeast coast will pass to operations centres 300 miles away in either Aberdeen or on the south coast. There will be no 24-hour Coastguard station on the east coast of England.
We at Humber Coastguard believe that these proposals jeopardise the safety of those in the northeast who use the coast and venture to sea. We are contacting you to ask for your support in our campaign to maintain an adequately staffed 24-hour search and rescue coordination station for the Humber area.

SBC are proposing a 10% hike in mooring fees for leisure boats and discussing car parking charges
other proposals are :-
Harbour Dues for all vessels to increase by 5%
Mooring Fees for commercial vessels to increase by 5%.
The proposals will be discussed and voted on by the Board at their meeting on Friday 17th December in Whitby.
Please write urgently to the Board to object to this unfair increase. A high volume of mail before the meeting may increase the possibility that the Board will not vote them through at the proposed levels and may delay action on car parking.

Order of Sail past – 1700hrs Saturday 22nd August 2010
Please ensure that all Members follow instructions from RCC (Pilgrim) on Ch 11. Please Muster either at sea below the Spa at approximately 1650hrs or in the Outer Harbour (reserve plan for ‘Bad weather’) and follow the parade of boats to salute the Commodore who will be situated on his boat on the Dredger Moorings’. The order for the sail past is as follows:

Past Commodores (Barith, Lady Hamilton, Swagman & Ace)

Please note that the last Bridge opening is 1730hrs and ALL boats need to have completed the Sail Past and be ready to use this Bridge if they wish to re enter the Upper Harbour. RCC would like all boats to be stay close to the leading boats to ensure that the Sail Past runs smoothly.

SONATA NORTHERN CHAMPIONSHIPS
Last weekend saw a different format for yacht racing in the bay. Instead of just the local boats competing, a crowd of visitors from all parts of the United Kingdom brought their boats by either sea or by trailer to Whitby to compete in the Northern Championships for the National Sonata class. Whitby has 4 of the class (BOB, Monty, Serenade and Skywalker) as residents but another 9 came from as far afield as the Medway, Prestwick, Granton (Firth of Forth),Abersoch, along with some more local boats from Hartlepool, Sunderland and Scarborough. The National Sonata is a 22 foot boat, just under 7m, built in the 70s to a design from David Thomas. She has 4 berths and is a strong, well designed, sea going boat, suiting the demanding weather challenges particular to Whitby.
The racing commenced on Saturday afternoon to an inauspicious start. Well before the first starting signal, the fleet suffered its first casualty as White Magic lost her mast over the side. She rapidly hauled it back on board and headed for the harbour under engine before heading up to Sunderland to pick up her spare. Then racing began in earnest, or so we thought. The Race Officer (RO) plotted a course directly in to the wind, told the fleet where the first buoy was, set them off and they all went to the wrong buoy! After abandoning the race, the RO collected what was remaining of his hair, and sent them off again with some extremely strong hints on where the fleet might find the first buoy! But the boats were still determined to make a drama of the event and, as Skywalker and BFG closed the first mark, they smacked masts and both retired, BFG just for that race, but Skywalker for the rest of the day. The wind was by now a sporty force 4 or 5 and spinnaker flying was a risky business. Even the leader, Blue Tack, was laid on her side several times and there wasn’t a boat in the fleet who didn’t suffer a broach. Despite her several flattenings, Blue Tack held on to her lead and took line honours and drew first blood. The other podium places were taken by A Sharp Exit and then local boat, BOB.
No dramas for the second race, all got safely away, but the, by now, force 5 was making sailing hard work, but Blue Tack had mastered the conditions and stormed to her second win, with Saraband second and local boat, Serenade, beating her club rival, BOB, by just a nose as they surfed to the finish.
Another clean start for race 3 and Blue Tack took up her now customary position and maintained it, but the other places were up for grabs. This time it was A Sharp Exit who pulled off a second, again, and it was to be the turn of a Scarborough boat, Zeris, to get the final podium position.
The RO was keen to send the fleet off for a fourth race of the day, but the crews pleaded for mercy after an extremely demanding day, and the RO succumbed, so the boats returned for a well earned rest.
Sunday saw a lot lighter day for wind, but Blue Tack was not to take advantage of this. She’d suffered rigging damage the previous day and had been unable to repair it and would not be able to take further part in the regatta. The lighter conditions suited the WYC Commodore in Monty as she surged to a 30 second win over her fellow club member, BOB, but A Sharp Exit was still in the results, putting together a good combination of results.
By the time of the second race on Sunday, the wind can only be described as fickle. However, the Scarborough boat, Zeris, managed to use it better than the others to gain his first win with her fellow club mate, Bee Sharp, following her in for her first visit to the podium, but it would be that ever consistent A Sharp Exit who would take the final spot.
The RO waited for the wind to fill in, but it was not to be and the fleet returned, ever keen to see our fated football match with Germany. They would have probably had a better time on the water!
With all the points added up and discarded races taken in to account, it was to be the consistent sailing of A Sharp Exit that took the overall trophy, with Zeris from Scarborough coming second and our own local boat BOB taking third position. All the competitors had had an excellent weekend’s racing and a thoroughly enjoyable weekend in Whitby.

Sonata Northern Championships
Hi,
I thought I would take the time to let all Club members know that the Sonata Northern Championships which the Club hosted over the weekend was a great success. Below is an email from Catherine Hartley, Sonata Class Secretary in which she congratulates the Club on hosting her Association’s Northerns.
I completely agree with Catherine’s comments and would like to pass on my thanks to all members involved in the organisation of the event, the whole weekend was a very well organised, the members pulled together from all aspects of the Club, Power, Social & Racing members all give their time freely to placing the Buoys in the Bay after the recent storms & producing the Grand tackle for the Regatta Marks, to assisting on the Marina with ‘lift ins’. Then there was the Art work and producing the Sailing Instructions, the registration and race admin Team, on the Water Committee Boat & Ribs and the Rib owners, The Protest Committee & Standby Onshore Race Station Team (both teams were thankfully not required!), the Commentators on the Esk Belle, the First Aid volunteers, the Photographers (who spent all day Saturday getting very wet!), and of course the member who sourced the crystal prizes. We were very impressed with the organisation at the marina by club members, Coates Marine and Whitby Marina – a great co-ordinated effort and good to see that people are working together to make the event happen.
The welcome at the yacht club was brilliant and the effort by club members to feed and water us all weekend was overwhelming.

I thought I would take the time to let all Club members know that the Sonata Northern Championships which the Club hosted over the weekend was a great success. Below is an email from Catherine Hartley, Sonata Class Secretary in which she congratulates the Club on hosting her Association’s Northerns.
I completely agree with Catherine’s comments and would like to pass on my thanks to all members involved in the organisation of the event, the whole weekend was a very well organised, the members pulled together from all aspects of the Club, Power, Social & Racing members all give their time freely to placing the Buoys in the Bay after the recent storms & producing the Grand tackle for the Regatta Marks, to assisting on the Marina with ‘lift ins’. Then there was the Art work and producing the Sailing Instructions, the registration and race admin Team, on the Water Committee Boat & Ribs and the Rib owners, The Protest Committee & Standby Onshore Race Station Team (both teams were thankfully not required!), the Commentators on the Esk Belle, the First Aid volunteers, the Photographers (who spent all day Saturday getting very wet!), and of course the member who sourced the crystal prizes. Hjarga's Round Britain Trip
I am intending to sail around Britain from June to September. This is not intended to be done under great pressure as I have had a lifetime of sailing but always circumscribed by end-dates. If we don't get her home this autumn we'll finish the trip next spring!

Race Station
Thanks to the team which turned out to carry out the maintenance on the Race Station last Saturday.
Everyone will be pleased to know the Station had a full sand & repaint with white paint. The hinges were replaced on one of the ‘windows’. The metal frame was cleaned of rust and repainted in Calder Lifting blue! The inside of the box was give a good clean, and a special thanks to Colin Dey who climbed the telegraph pole (with the use of a ladder) to paint the white Triangle!!!!

Further investment for Whitby Marina
Further investment for Whitby Marina
A report is scheduled to go before Scarborough Borough Council’s Cabinet meeting on 20 April to accept an additional £300,000 of funding for investment in the Whitby Marina area.
Yorkshire Forward has offered £300,000 of funding to support environmental improvement works to the area and, if accepted, the monies will enable the council to develop and deliver a scheme of environmental improvements and landscaping works to the area surrounding the new marina facilities.
John Riby, Scarborough Borough Council’s Head of Technical services said:
“To date the council, Yorkshire Forward and ERDF have together invested over £2m in the area including new shore protection works, the installation of new pontoons, and the soon to be available modern onshore marina facilities and public toilets. Following these investments the requirement for improvements to the landscape and environment, in keeping with the new facilities, have become ever more apparent and desirable. This welcome additional funding will enable the improvements to be delivered and we will be working once again with local interested parties to design a good quality scheme.”
If the money is accepted the council will work with the local stakeholder groups and harbour users to design a scheme for landscaping the area and, subject to planning consent, contractors will then be employed to implement the scheme, scheduled to commence in the autumn of 2010.

Race Station Work Weekend
This coming weekend is the Race Station Work Weekend! After last year’s successful work party when we renewed the Metal Framework and foundations to the Race Station, this year we decided to take it easy! All we plan to do is sand the Race Station wood work and paint it, followed by a another coat of paint on the steel work.
So volunteers are more than welcome to attend the Race Station at 1000hrs on Saturday......Ladders & Tea will be provided, but bring you own paint brush and paint kettle!!!!

Windermere Winter Series.
Congratulations are in order to Gerry Firth and Stuart Lockwood for their results in the Windermere winter series, which finished on Sunday 22nd Match 2010.
In a fleet of 46 boats, Gerry Firth with Off Limits came 3rd overall with 17 points and Stuart Lockwood with Beeste came 4th overall.
These are remarkable results for Whitby Yacht Club, as both Shamal, the overall winner and the runner up, Spider Pig were Windermere boats with local knowledge. Not only that, after 11 races, Gerry was only 3 points away from the winner.
This was Beeste’s first visit to Windermere, and although Stuart missed out in the top three, he was awarded first in class. For at Windermere, the top three over all placings (Shamal, Spider Pig and Off Limits) are removed from the class counting, so Beeste was awarded 1st in class.
The series, which began in October 2009, involved many Whitby members travelling over early on the wintry Sunday Mornings, to crew. These included:-

Clubhouse Regeneration
Just to let Club Members know that the Club has now fully reopened after a superb renovation of the Bar & Kitchen.
I would like to thank all Members who have generously donated their time freely to assist with this task. The Club looks great with the upgraded Bar facilities, sparkling brand new commercial kitchen and redecorated Main Room. I am sure that you will be as pleased as the Committee and I am with the results! The Brewery has refitted the Beer & Lager pumps and associated coolers & pipes. The Club has also changed the Beer served in the Bar to Worthington Smoothflow.....
Pending the publication of the 2010 Year Book next week, I thought I would update you with the planned Club Social events in March and April:

The works will briefly comprise improvements to the parapets. It is currently predicted that the works will be on site within the next year although a date has not been set. The work is essential to maintain the structure.
We will be pleased to hear from you if there are any factors we should consider in the design, either relating to the bridge its self , the land around the structure, the traffic using the bridge or the timing of the works.
It is likely the road will remain open for the duration of the works, albeit with traffic management restricting the width over the bridge.
If you know of any local event or particular usage of the structure that may effect our works, that would be helpful to know.

Cllr.Popple has today decided not to pursue any new car parking permits for this coming financial year (2010/11), but instead to propose an increase in charges by approximately 2% on all existing harbour car parking permit fees (ie inflationary only, rounded up to nearest practicable amount).
A general review of car parking and associated charges at the harbours has been deferred and will not be pursued this year but it will most likely be undertaken for the next financial year (2011/12) having regards to the fact that a pilot Board will by then be in place at Whitby Harbour and hence, by way of parity, should also include Scarborough and Filey Coble Landing. For the most part existing berthing charges do not currently include for an automatic right to park on harbour lands free of charge.

Whitby Marina Users Car Park
SBC are proposing parking fees for marina berth holders. Please have a look at the document below ‘Parking – Harbour Permits’, see Marina Users Parking
Basically, SBC wish to charge berth holders £180 to park their car on the Marina car park. WYC have mounted an official objection to the proposal. The Harbour Department has requested anybody who has an individual objection to the proposal to email the Harbour Office by 4pm on Thursday 18th February 2010.

Whitby Marina Users Car Park
In 2009/10 249 permits were issued free of charge to berth holders.
The current parking orders provide for the sale of a permit for this area at a charge of £177.02 exc. VAT (£208 inc. VAT).
In addition there is a provision for the sale of a “Crew Permit”, valid April – October, at a charge of £96 inc. VAT. In 2009/10 only 8 Crew Permits were sold.
The public car park, Marina Back, generates income of £1,222 per space per annum.
Either this charge, £208 plus inflation @ 2%, needs to be made or a new lower scale of charges needs to be brought in with a staged increase to bring it in line with individual car parks.
Proposal - delete the “Crew Permit” and introduce a single permit at a charge of £180 exc. VAT staggered over 2 years.
Suggested charges (excluding VAT) phased over a 2 year period:

NB. The equivalent charge applied for berth holders parking on the East Pier at Scarborough is £60 but this is restricted to week ends only. Pro rata the East Pier charge equates to £210 p.a.

It should be noted that under the terms of their lease for the use of the Toll House the Angling Club are entitled to 25 free permits for this area.

Issued for Fishing Industry currently £185 inc. VAT.

Basically, SBC wish to charge berth holders £180 to park their car on the Marina car park. WYC have mounted an official objection to the proposal. The Harbour Department has requested anybody who has an individual objection to the proposal to email the Harbour Office by 4pm on Thursday 18th February 2010.

Whitby Marina Users Car Park
In 2009/10 249 permits were issued free of charge to berth holders.
The current parking orders provide for the sale of a permit for this area at a charge of £177.02 exc. VAT (£208 inc. VAT).
In addition there is a provision for the sale of a “Crew Permit”, valid April – October, at a charge of £96 inc. VAT. In 2009/10 only 8 Crew Permits were sold.
The public car park, Marina Back, generates income of £1,222 per space per annum.
Either this charge, £208 plus inflation @ 2%, needs to be made or a new lower scale of charges needs to be brought in with a staged increase to bring it in line with individual car parks.
Proposal - delete the “Crew Permit” and introduce a single permit at a charge of £180 exc. VAT staggered over 2 years.

Marina Improvements Delay

Whitby Marina: Project progress update
I am writing on behalf of Scarborough Borough Council to inform you that completion of the New Marina Building at Langborne Road, Whitby is likely to be delayed due to the severe weather conditions.
Despite the best efforts of the contractor (KFB Scarborough) and the project management team, works to the building have been slowed down due to the poor weather.
As I hope you will appreciate snow, high winds and sub zero temperatures have meant that at times work on the building has had to come to a complete stop until working conditions became safer and more favourable. This situation is not unique to this project and unfortunately this is a picture that we have seen repeated across the country with other construction projects.
The contractor has done all in his power to try and bring the building back on schedule, even calling in staff over the Christmas period to try and catch up some lost time. However the inclement weather, high winds and low temperatures mean that mortar and concrete fails to set, working becomes dangerous and welfare conditions for site staff become difficult.
We will be doing all we can to catch up on this lost time and with some luck will have a more favourable weather here on in. We will be undertaking additional measures to reduce any inconvenience this delay may cause and plan to provide alternative temporary toilet facilities should the project run into the boating season.
We will continue to communicate both through the Harbour User Group, the Harbour Office and directly to yourselves to keep you appraised of the situation.
Despite this delay the project remains within budget and we remain committed to ensuring that the building is completed to the highest possible standard to help enhance Whitby’s reputation as one of the best places to live and visit in the Country.
May I offer my apologies in advance for any inconvenience this delay may cause.

Marina Parking - Harbour Permits

As the WYC representative I offer the following comments but stress these are (unless I hear differently) my personal comments only as the time scale asked for a reply does not allow me to communicate fully with WYC members.
I cannot comment either way concerning the proposals for charges on areas in the document except for the Marina Users Car Park.
Marina Users Car Park.
I have been a user of this car park for the past 30 years having had a berth on the Marina since it was first opened for moorings.
As probably one of the longest standing berth holders on the Marina with a longer memory than the majority, if not all, of the current officers and elected officials of SBC I have always been lead to understand that the car park permits were included in the berthing dues for berth holders. I consider the current berth holders all hold this same understanding.
I assume therefore if the parking permits are now to be charged for separately and not included in the berthing fees there would be a respective discount shown on the berthing charges for the 2010 season and be perpetuated over future years, but as the berthing charges for 2010 have not yet been announced then it is impossible to comment further.
With respect to the figures quoted in the proposal for the Marina parking the free permits issued last year was stated at 249, if these permits are to be charged then over the 2 year phasing period quoted in the proposals the charges could create an additional income into the marina account in excess of £39,000 per annum. I would ask what could the berth holders expect to see in Marina improvements for this increased revenue or would it be a second discount on the berthing dues for 2010 and subsequent years.
A final point would the berth holders in Whitby be offered a similar alternative charge as at Scarborough for a weekend only permit, and what provisions are planned on the car park area for security and reserved places for permit holders to guarantee parking spaces on arrival, especially for weekend parking?

NAVIGATION WITHIN WHITBY HARBOUR
THE SAFETY OF NAVIGATION WITHIN WHITBY HARBOUR
(2ND EDITION / 09)
At meetings with representatives of the Whitby Harbour Users group during 2009 the following acts of normal and best practice were reviewed in line with the Port Marine Safety Code guidance and agreed to be applicable within Whitby Harbour limits.
If all harbour users apply the following examples of good and proper practice then the existing safe situation should be preserved within the harbour.
All vessels should proceed at moderate safe speed. Maximum speeds of 8 Knots between the entrance and Scotch Head and 5 Knots in all other areas will be set by byelaw. The skippers of all craft should be aware that they are responsible for the wake caused by the passage of their vessel and should proceed at such a speed as to minimise any effects to other vessels operating within the harbour limits or to vessels moored alongside. A sign is erected at the harbour entrance to direct the skippers of vessels accordingly.
When transiting the bridge craft upstream should give way to vessels proceeding from seawards. Precedence should be given to larger vessels and no vessel should attempt to transit the bridge when a cargo vessel, under pilotage, is entering or leaving. Both leaves will be opened to smaller craft at busy periods and they will be expected to proceed through simultaneously upstream and downstream in an orderly line keeping to the starboard side of the channel. VHF communication should be established on Ch 11 with the bridge operatives prior to transit.
All craft equipped with VHF should maintain a listening watch on Channel 11 when approaching and within Whitby Harbour limits.
Sailing vessels should not proceed under sail power alone within the harbour if unless it is as its sole means of propulsion. The practice of leaving the helm to adjust, raise or lower sails should only be carried out outside of the navigation channel and when no obstruction will be caused to other vessels under way.
Safe operating information is available to all day launched craft both on safety notices distributed by harbour staff and is available on the harbours web site www.yorkshireports.co.uk
Dangerous sea conditions can occur at the harbour entrance during strong North to East onshore winds. Entry in to Whitby harbour for smaller vessels is not recommended at this time.
The harbour watch keepers can be contacted on VHF Ch 11, the port working channel, in order to provide information on tidal heights, weather conditions, the availability of berthing and the movements of other vessels within the harbour.
Any instructions which may be given by the watch keeper regarding safe navigation, berthing and safe speed must be observed.
When cargo vessels are moving within the port, under pilotage, all other craft must give way and when directed should hold their position or remain alongside until such vessel has passed.
Vessels waiting to transit the swing bridge may remain on the fish quay / waiting pontoon as long as they remain manned and do not cause obstruction to other harbour users.
Small passenger carrying vessels should not deviate from the proper side of the channel or swing across the navigation channel until they are absolutely sure that their actions will not conflict with the safe passage of all other vessels.
THE INTERNATIONAL REGULATIONS FOR THE PREVENTION OF COLLISION AT SEA APPLY WITHIN WHITBY HARBOUR AND THE OPERATORS OF ALL VESSELS ARE EXPECTED TO HAVE A THOROUGH KNOWLEDGE OF THEM.
It is expected that new Byelaws will be introduced to assist in the control of navigation within Whitby Harbour, these will cover such areas as operating vessels under the influence of drink or drugs, proceeding at a safe speed, the movement and operation of large vessels, proper mooring within the harbour and other safety related issues.

It is expected that new Byelaws will be introduced to assist in the control of navigation within Whitby Harbour, these will cover such areas as operating vessels under the influence of drink or drugs, proceeding at a safe speed, the movement and operation of large vessels, proper mooring within the harbour and other safety related issues.

Marina Facilities Improvements
As of the 8th Jan 2010 due to the severe weather conditions encountered from November through to early January, this has resulted in the construction of the new marina facilities block running approximately 3½ weeks behind schedule.
Ken Ferry Builders have however brought extra staff on to site to hopefully make up the lost time. The ongoing construction of the walls & roof are very dependant on local weather conditions, further delay may occur if the severe weather continues.
