Tall ships sailing back to region
CELEBRATIONS were under way last night after it was announced the North-East would once again host the Tall Ships Race.
Hartlepool beat off competition from Newcastle and Gateshead, Aberdeen, Leith and the Shetland Islands to host the 2010 event, which is expected to attract thousands of tourists to the town and bring in millions of pounds.
The town will welcome up to 125 tall ships to Jackson Dock and the marina after being chosen by race organiser Sail Training International to be the finishing point for the race.
Hartlepool will greet the ships, which will have sailed from Kristiansand in Norway, on the second and final leg of the race.
Hartlepool Mayor Stuart Drummond said: "This is a proud day for Hartlepool.
"There's a great spirit of partnership in the town and we put together a very strong bid. We knew we had the capability and the passion to be a top-class host port and we are delighted that the race organisers felt the same.
"By 2010, the multi-million pound Victoria Harbour development will be well under way, and the event will present a tremendous opportunity to showcase the town."
Almost 40 vessels visited Hartlepool last year while sailing to Newcastle and Gateshead, which was the host port for the 2005 event.
Hartlepool Borough Council, PD Ports and Hartlepool Marina teamed up in April to submit a bid to host the next race.
Allan Henderson, Hartlepool Marina director, said: "Hartlepool already has an excellent name in the maritime world, and the skippers and crews of the tall ships which visited us last year were very impressed with the fantastic welcome they received. We'll be pulling out all the stops to organise another great Hartlepool welcome in 2010."
Andrew Dixon, of Newcastle Gateshead Initiative, which promoted last year's event: said: "Hartlepool played an important role in the success of last year's Newcastle Gateshead event and we look forward to working with them again towards 2010."

WHITBY Regatta could be changed forever to bring the event in line with health and safety laws.
Organisers have had to make radical changes to the Regatta parade cutting out the route through the East side of the town.And people will no longer be allowed to throw sweets into the crowds for fear of someone being injured and taking legal action.Float entrants this year will have to complete a risk assessment and meet a set of guidelines including providing their own safety officer and marshals as well as ensuring secured seating is provided on their vehicles.A large percentage of the Regatta's budget – £6,000 – now has to be spent on first-aid cover for the three-day festival of fun on land and sea.Chairman of Whitby Regatta, Ivor Greer said providing they meet all the health and safety requirements Whitby police has pledged its support this year for the event on 12, 13 and 14 August."We are working very closely with the police and health and safety officials to address the problems."We have to protect our committee members and marshals in the best way we can."We feel that because the Regatta is held in the town and not in a controlled area that our problems are multiplied and we feel that we have to make strict changes to keep up with health and safety legislation."It saddens me this is happening but unfortunately we have to move with the times."We just hope people will support us and try and keep the regatta going as it is."At times it feels as though our volunteers who work very hard are undermined by constraints of new legislation."Mr Greer said the Regatta committee is also having to look at the timing of the fair coming down and setting up in the town centre."It's been suggested bringing the fair in the early morning when there is very little traffic on the road and very few people about,"he said."With it being a one-day event the market traders and fair people set up and leave and it may make it uneconomical for them to come for the one day."But we are trying to work around that."PC Alison Graham, events and planning officer for the area, said safety was the primary concern of the police force but added that changes have also been made in the way North Yorkshire Police supply services for events.As a result of this she confirmed that changes would have to be made to some elements of the regatta but said these had not yet been confirmed.And she categorically denied that the police force would only provide officers to marshal the event if it is paid.She said: "It is not the case, as suggested, that police services will only be provided if they are paid for."The need for police services will be determined by the Event Safety Plan, Risk Assessment and Traffic Management Plan produced by the regatta organisers."North Yorkshire Police work very closely in conjunction with the Regatta organisers and our joint aim is for the event to be run successfully but primarily for the event to be run safely."The changes mean the parade of floats will set off from the Pavilion booking office as usual and will head down to New Quay Road.But it will not visit the east side, missing out Church Street, Helredale Road and St Peter's Road. Capt Estill introduced Ms Jeuda to the group. She confirmed that she will be henceforth the representative for the Whitby Boating Association. Capt Estill gave a brief history of why these meetings are held and explained the aims and remit of the group. The group meets to discuss issues and to keep users updated with harbour events. It is a non-political, non-decision making group and an opportunity for users to speak freely and hopefully reach a consensus of opinion principally about operational issues at Whitby Harbour.
Capt Estill confirmed that Miss Sandell no longer worked for the Council.

3. Matters Arising
Safety:Ladders -- Capt. Estill is aware that a ladder on the west side pontoon needs relocating. Ms Jeuda requested that the seaward ladder on the east side pontoon also be relocated. She also requested that some extra cheaper ladders be purchased and fitted at regular intervals on the pontoons Ms Jeuda to meet with Capt- Estill to discuss further.

Battery Parade Parking - Capt. Estill stated that a report is being prepared by the Council's car parking team.
RNL1 Sea Check Campaign - Capt. Estill informed the meeting that a sign would be placed adjacent to the slipway stating that sea checks are available from the RNLI.
Harbour Procedures Capt. Estill reported that a good practice/harbour procedure list was put together a while ago at a meeting with harbour users. Mr Frith suggested that this be displayed around the harbour.
Mr Benson expressed concern at the number of day launchers who do not have adequate safety equipment. Ms Jeuda added that she thought all children should wear lifejackets while on the pontoons Capt. Estil! stated that this could not be legally enforced although it could be recommended to users. Cllr Christon enquired as to whether the WyBA had a Code of Practice for members and if the wearing of lifejackets by children could be encouraged by them as well as the Council? The harbour will continue to work with the RNLI sea check campaign. Mr Frith offered assistance.
Church, Street Toilets ~ Capt- Estill reported he had investigated the possibility of users using the toilet in the Joiners Shop on Eskside Wharf but that, due to the condition, a new building would need to be constructed- Ms Jeuda informed the group that at the meeting she had attended, it had been established that the running costs of the Church Street Toilets would be in the region of £6000 capital + £2000 fixed costs with additional costs for cleaning. She enquired as to whether the funds could come from the harbours? Mr Riby explained that this was not possible and confirmed that representations had been made on behalf of the harbour users to the Council when the consideration for closure was being made. Mr Marsden added that the effects of toilet closure where not isolated to Church Street and it was a Whitby-wide issue.
Mr Riby offered to compile an options appraisal for a toilet facility for harbour users on the Eastside cautioned but that the costs of this would likely have to be borne by users. Any grant funding for any such provision would be investigated.

Church Street Pontoon_Refuse - Capt. Estill reported that he had made enquires about the possible refuse compound at the entrance to the Eastside pontoons and planning permission would most likely not be required should a 'cage' be fitted to the top of the access to the pontoon for the refuse receptacle. However, funding would be an issue to resolve.
St Ann's Staith Proposal - Mr Frith asked for an update on the proposal. This has yet to be progressed further. Capt Estill reported that this would be progressed when time and opportunity permit

4. Port Managers Report
Capt Estill reported that the fish landing figures and dredging statistics were significantly reduced as a consequence of the bad weather. The annual soundings have been carried out and six loads from the west side pontoon have been removed. Dredging of the outer harbour near Scotch Head has been carried out. Dredging is required alongside New Quay Road and he is aware that the Yacht Club has requested their pontoon to be dredged.

5. Dredging
Capt. Estill informed the meeting that the dredger would be working on a project in Scarborough Harbour for approximately two months from late April.
Funds have been granted to replace the excavator. The expected lifespan of the equipment had been 6-7 years and it has been working 13 years. All agreed that it had exceeded all expectations and had been good value for money
6. Shellfish Holding Facility
Capt. Estill reported that the facility was being supported by two funding streams. One had been secured and confirmation of the second was awaited. If all funding is approved it is hoped to start work on site in September 2006. The fishermen's cooperative will be constituted with a legally binding agreement. He advised that feedback suggested that on a national scale the fishing industry is watching with interest as to what is happening in Whitby. Mr Winspear was thanked for his hard work and assistance.
7. Whitby Upper Harbour Development
Capt. Estill reported that the Development and Regulation Committee approved the plans last month and confirmation of the external funding is awaited. A project team is being put together to lead the scheme and the next meeting of the working group is planned for Thursday 13 April 2006 at 4.30pm at the Pavilion and he hoped that the working group could now work together to progress the scheme.
Ms Jeuda stated that the WyBA had opposed the scheme but was prepared to work with the Council to ensure the scheme is properly delivered. Mr Benson also informed the group that the WYC were opposed to the scheme and the letters of objection and opposition appear to have been ignored
Mr Riby stated that the D & R Committee had considered all opinions in making its decision and that copies of all correspondence had been made available to the Members. The new project manager's team will be introduced at the meeting on Thursday and the harbour users input into how the scheme will be delivered around the normal workings of the harbour is important. Ms Jeuda asked that any paperwork or proposals should be distributed prior to the meeting. Mr Riby asked the members of the group to consider and bring to the meeting their issues and concerns over the implementation phase of the project and have an input around the logistics of delivering the improvements. The works will impact upon car parking, storage, moorings etc, and assistance will be required both before and during construction.
Ms Jeuda requested that the risks be highlighted and risk assessments be completed in accordance with the planning permission conditions.

8. Harbours Website
Capt. Estill reported that an in-house team were working on developing a new website for the Harbours and the web address would be 'www.yorkshireports.co.uk'. The meeting was asked for suggestions for any additions to the website and Ms Jeuda suggested a list of useful telephone number for emergency services, banks, TIC etc. Mr Riby suggested that 'safety' should be included as a heading on the web pages.
Capt. Estil! stated that the site should be up and running by 10 July 2006 although there was a lot of work to do before that date. Mr Woodhead asked if a web cam would be included? BE advised that this is something for the future. The site will be created, built and developed in-house.
9. Port Waste Management
Capt. Estill reported that the Waste Management Plan for the harbours needed updating and validating by the MCA. The new regulations are mainly applicable to cargo vessels and he asked the group if they were happy with the existing waste disposal management arrangements at Whitby so that the Plan could be updated and re-submitted? Ms Jeuda asked to see a copy of the plan and stated she was unhappy with the existing facilities as there was no waste oil provision on the Church Street Pontoon. Capt. Estill stated that facilities were provided on the west side and that this was considered sufficient or alternatively there was the disposal site at Stainsacre Lane. Copies of the existing plan will be distributed to the members for comment
10. Navigational Safety
Capt. Estill reported that at the monthly team meetings there had been no reported incidents and asked if the group were aware of any navigational incidents? None were reported.
11. ISPS Code - Exercise and Transec Visit
Capt. Estill reported that Whitby is an 'approved' port and is able to handle foreign vessels. A tabletop exercise took place involving some very high-ranking Police, Special Branch and Immigration Officers. A visit by Transec took place two weeks after the exercise. They were extremely pleased with what had taken place and they felt that the measures in place were over and above those expected from a small port.
12. Endeavour Wharf Parking
Capt. Estill thanked the fishing industry for their cooperation in the housekeeping undertaken on the wharf ready for the summer season.
13. Any Other Business
Extra Bridge Openings - Capt. Estill informed the group that an agreement had been reached with the WYC and WyBA to provide bridge openings at 9.30am and 5.30pm each weekend and bank holiday between 20 May and 3 September. Ms Jeuda thanked Capt Estill for this arrangement. Ms Jeuda and Mr Coates to contact Capt. Estill to discuss a suitable press release.

Parkol CCTV - Mr Frith reported that the hose pipes had been stolen from the Cruising Association and the culprit had been observed on Parkols1 CCTV. Mr Frith had contacted the person responsible and the hose pipes had been returned.
Fishing Vessel Pontoon Berths - Mr Marsden asked what the impact would be on the four fishing vessels moored off Endeavour Wharf when the planned marina improvements go ahead? Capt. Estill stated that this had always been a temporary arrangement and he will contact them to discuss options for the future.

Waiting Pontoon - Ms Jeuda asked if further consideration could be given to a waiting pontoon in the outer harbour9 Further discussion took place regarding the practicalities of locating a pontoon. It was agreed that Capt Estill would meet Ms Jeuda. He drew attention to the current problems with access around the work at the RNLl site.
WyBA Priority List - Mr Riby asked Ms Jeuda which of the items discussed throughout the meeting had the highest priority for the WyBA as with any changes funding would be the major component of any decisions made? Ms Jeuda suggested that the WyBA put together a prioritised wish list of requirements for consideration by Mr Riby and Capt. Estill.

Tate Hill Beach - Mr Woodhead informed the meeting that this area of the harbour would be cleaned before May. Police are aware of this area being used for anti-social behaviour and they will be targeting this area.

Langbourne_ Road__Coach Parking- Mr Woodhead reported that North Yorkshire County Council will be reviewing the regulations alongside Langbourne Road with a view to hopefully preventing coaches parking and dropping off passengers at the entrance to Endeavour Wharf.
Bird, Flu - Mr Woodhead reported that guidelines produced by defra had been circulated. Copies would be displayed around the harbour and a copy attached to the minutes.
Pontoon, Water_Quality - Capt. Estill reported that new hoses had been fitted to the pontoons and the water had been tested and is ok.

Avian Bird Flu - H5N1
As you are aware, preliminary tests have found highly pathogenic Influenza
A/H5 in a dead swan found in Fife, Scotland.
This email is to summarise the human health implications of this new development.
The key message is as follows:
1. At present H5N1 avian influenza remains largely a disease of birds. The virus does not easily cross from birds to humans and sustained human to human transmission has not occurred.
2. The threat to human health of H5N1 avian influenza remains low. The general public are not at risk from avian influenza unless they are in close contact (within 1 metre) with diseased poultry or infected wild birds
3. The public should not handle dead wild birds or other dead animals, which always pose a disease risk. However, if they have handled dead poultry or wild birds, people should always follow good basic hand hygiene measures.
4. The risk of being exposed to avian flu is almost entirely confined to those who have had close contact with infected domestic poultry or infective materials from poultry. This would include poultry farm workers, veterinarians and others involved in disease control. The HPA is working with these groups to offer protection such as antivirals to those possibly exposed in an incident.
5. To date, the majority of human cases of H5NI have been linked to direct exposure to live and/or dead infected poultry, notably during slaughtering, defeathering and food preparation. No cases have been confirmed in poultry workers or cullers. No cases have been linked to the consumption of properly cooked poultry meat or eggs.
6. Actions to be taken by the public are the same as those needed to avoid any of the other infections that can be carried by poultry or wild birds i.e. hand hygiene.
7. Detailed guidance on further protective measures to avoid the risk of infection whilst working with or handling poultry or wild birds if the risk assessment changes, has been issued and is available on the Defra and HSE websites.
8. Concerned members of the public can ring the Defra helpline on 08459 335577.
9. This development does not change the pandemic influenza status, we
remain in pandemic 'flu phase 3 (ie a novel influenza virus exists and is
causing disease among animals with limited transmission to humans and no
sustained human-to-human transmission).

6. Shellfish Holding Facility
Capt. Estill reported that the facility was being supported by two funding streams. One had been secured and confirmation of the second was awaited. If all funding is approved it is hoped to start work on site in September 2006. The fishermen's cooperative will be constituted with a legally binding agreement. He advised that feedback suggested that on a national scale the fishing industry is watching with interest as to what is happening in Whitby. Mr Winspear was thanked for his hard work and assistance.
7. Whitby Upper Harbour Development
Capt. Estill reported that the Development and Regulation Committee approved the plans last month and confirmation of the external funding is awaited. A project team is being put together to lead the scheme and the next meeting of the working group is planned for Thursday 13 April 2006 at 4.30pm at the Pavilion and he hoped that the working group could now work together to progress the scheme.
Ms Jeuda stated that the WyBA had opposed the scheme but was prepared to work with the Council to ensure the scheme is properly delivered. Mr Benson also informed the group that the WYC were opposed to the scheme and the letters of objection and opposition appear to have been ignored
Mr Riby stated that the D & R Committee had considered all opinions in making its decision and that copies of all correspondence had been made available to the Members. The new project manager's team will be introduced at the meeting on Thursday and the harbour users input into how the scheme will be delivered around the normal workings of the harbour is important. Ms Jeuda asked that any paperwork or proposals should be distributed prior to the meeting. Mr Riby asked the members of the group to consider and bring to the meeting their issues and concerns over the implementation phase of the project and have an input around the logistics of delivering the improvements. The works will impact upon car parking, storage, moorings etc, and assistance will be required both before and during construction.
Ms Jeuda requested that the risks be highlighted and risk assessments be completed in accordance with the planning permission conditions.

8. Harbours Website
Capt. Estill reported that an in-house team were working on developing a new website for the Harbours and the web address would be 'www.yorkshireports.co.uk'. The meeting was asked for suggestions for any additions to the website and Ms Jeuda suggested a list of useful telephone number for emergency services, banks, TIC etc. Mr Riby suggested that 'safety' should be included as a heading on the web pages.
Capt. Estil! stated that the site should be up and running by 10 July 2006 although there was a lot of work to do before that date. Mr Woodhead asked if a web cam would be included? BE advised that this is something for the future. The site will be created, built and developed in-house.
9. Port Waste Management
Capt. Estill reported that the Waste Management Plan for the harbours needed updating and validating by the MCA. The new regulations are mainly applicable to cargo vessels and he asked the group if they were happy with the existing waste disposal management arrangements at Whitby so that the Plan could be updated and re-submitted? Ms Jeuda asked to see a copy of the plan and stated she was unhappy with the existing facilities as there was no waste oil provision on the Church Street Pontoon. Capt. Estill stated that facilities were provided on the west side and that this was considered sufficient or alternatively there was the disposal site at Stainsacre Lane. Copies of the existing plan will be distributed to the members for comment
10. Navigational Safety
Capt. Estill reported that at the monthly team meetings there had been no reported incidents and asked if the group were aware of any navigational incidents? None were reported.
11. ISPS Code - Exercise and Transec Visit
Capt. Estill reported that Whitby is an 'approved' port and is able to handle foreign vessels. A tabletop exercise took place involving some very high-ranking Police, Special Branch and Immigration Officers. A visit by Transec took place two weeks after the exercise. They were extremely pleased with what had taken place and they felt that the measures in place were over and above those expected from a small port.
12. Endeavour Wharf Parking
Capt. Estill thanked the fishing industry for their cooperation in the housekeeping undertaken on the wharf ready for the summer season.
13. Any Other Business
Extra Bridge Openings - Capt. Estill informed the group that an agreement had been reached with the WYC and WyBA to provide bridge openings at 9.30am and 5.30pm each weekend and bank holiday between 20 May and 3 September. Ms Jeuda thanked Capt Estill for this arrangement. Ms Jeuda and Mr Coates to contact Capt. Estill to discuss a suitable press release.

Parkol CCTV - Mr Frith reported that the hose pipes had been stolen from the Cruising Association and the culprit had been observed on Parkols1 CCTV. Mr Frith had contacted the person responsible and the hose pipes had been returned.
Fishing Vessel Pontoon Berths - Mr Marsden asked what the impact would be on the four fishing vessels moored off Endeavour Wharf when the planned marina improvements go ahead? Capt. Estill stated that this had always been a temporary arrangement and he will contact them to discuss options for the future.

Waiting Pontoon - Ms Jeuda asked if further consideration could be given to a waiting pontoon in the outer harbour9 Further discussion took place regarding the practicalities of locating a pontoon. It was agreed that Capt Estill would meet Ms Jeuda. He drew attention to the current problems with access around the work at the RNLl site.
WyBA Priority List - Mr Riby asked Ms Jeuda which of the items discussed throughout the meeting had the highest priority for the WyBA as with any changes funding would be the major component of any decisions made? Ms Jeuda suggested that the WyBA put together a prioritised wish list of requirements for consideration by Mr Riby and Capt. Estill.

Tate Hill Beach - Mr Woodhead informed the meeting that this area of the harbour would be cleaned before May. Police are aware of this area being used for anti-social behaviour and they will be targeting this area.

Langbourne_ Road__Coach Parking- Mr Woodhead reported that North Yorkshire County Council will be reviewing the regulations alongside Langbourne Road with a view to hopefully preventing coaches parking and dropping off passengers at the entrance to Endeavour Wharf.
Bird, Flu - Mr Woodhead reported that guidelines produced by defra had been circulated. Copies would be displayed around the harbour and a copy attached to the minutes.
Pontoon, Water_Quality - Capt. Estill reported that new hoses had been fitted to the pontoons and the water had been tested and is ok.

Avian Bird Flu - H5N1
As you are aware, preliminary tests have found highly pathogenic Influenza
A/H5 in a dead swan found in Fife, Scotland.
This email is to summarise the human health implications of this new development.
The key message is as follows:
1. At present H5N1 avian influenza remains largely a disease of birds. The virus does not easily cross from birds to humans and sustained human to human transmission has not occurred.
2. The threat to human health of H5N1 avian influenza remains low. The general public are not at risk from avian influenza unless they are in close contact (within 1 metre) with diseased poultry or infected wild birds
3. The public should not handle dead wild birds or other dead animals, which always pose a disease risk. However, if they have handled dead poultry or wild birds, people should always follow good basic hand hygiene measures.
4. The risk of being exposed to avian flu is almost entirely confined to those who have had close contact with infected domestic poultry or infective materials from poultry. This would include poultry farm workers, veterinarians and others involved in disease control. The HPA is working with these groups to offer protection such as antivirals to those possibly exposed in an incident.
5. To date, the majority of human cases of H5NI have been linked to direct exposure to live and/or dead infected poultry, notably during slaughtering, defeathering and food preparation. No cases have been confirmed in poultry workers or cullers. No cases have been linked to the consumption of properly cooked poultry meat or eggs.
6. Actions to be taken by the public are the same as those needed to avoid any of the other infections that can be carried by poultry or wild birds i.e. hand hygiene.
7. Detailed guidance on further protective measures to avoid the risk of infection whilst working with or handling poultry or wild birds if the risk assessment changes, has been issued and is available on the Defra and HSE websites.
8. Concerned members of the public can ring the Defra helpline on 08459 335577.
9. This development does not change the pandemic influenza status, we
remain in pandemic 'flu phase 3 (ie a novel influenza virus exists and is
causing disease among animals with limited transmission to humans and no
sustained human-to-human transmission).

More money for Whitby marina plan
THE decision to release an extra £100,000 from Scarborough Council funds for the design and development of Whitby Marina has been agreed.
At a meeting last Tuesday, the council's cabinet committee supported the proposal but said it will not release the cash until funding for the controversial scheme had been secured from Yorkshire Forward and the European Development Fund.
It anticipates money from both the European Regional Development Fund (ERDF) and Yorkshire Forward to be approved by mid-June.
So far, £120,000 has been spent on designers and consultants for the marina – the design of which has been criticised by many local people.
In a report to the cabinet it states the additional cash will be used to progress the project to the stage where tenders can be sought for the work.
If the funding is confirmed in June the project will still be on target with most of the work being completed by next summer.
Ray Williamson, head of regeneration services, said the fact the council has not released the money yet will not affect the scheme moving forward.
"It's not going to significantly delay the project. It's about re-programming their work. There are other elements which can be carried on with regardless."
Mr Williamson and John Riby, the council's head of engineering and harbours had recommended no further commitment be entered into and to keep the budget remaining at £120,000.

Gentleman of the sea passes away
Tributes have been paid to a true Whitby gentleman of the sea.
Mark Turton (77) of Royal Crescent passed away suddenly in James Cook University Hospital, on 20th May.
Captain Turton was born near York in 1928 and moved to Whitby as a young boy where he attended Whitby Grammer School. As a 17 year old, Capt Turton, joined the Merchant Navy as an apprentice with Whitby ship owners Headlams. Ten years later after working his way through the ranks he was awarded his masters certificate. In 1962 he married his wife Peggy and the couple later had two children, Sue (now 40) and Simon (now 42). Over the next 40 years Capt Turton commanded vessels throughout the world and his first was one of Headlams ships, the Egton. He worked for Headlams until the early 60s when he gained employment with Scottish Ship Management of Glasgow and from 1986 untill his retirement served with Pacific Carriers Ltd based in Singapore.
The couple returned to Whitby to live in 1968 and Capt Turton retired from life in the Merchant Navy after 50 years in 1995. Whether it was sailing ships or yachts, Capt Turton enjoyed passing his knowledge of the sea to others and taught navigational skills at Whitby Fishing School from 2003 to 2004. He played golf regularly with the Elderly Gentlemans Golf Society at Whitby Golf Club.
Together with his wife Peggy he was a member of Whitby Yacht Club and enjoyed sailing in races with many friends and recently with last years Club Commodore Derek Wright.
During his retirement he also served as a committee member of Whitby Lifeboat.
He was also a member of the Whitby Regatta committee for nine years and was a representative for the Whitby Regatta on Whitby Yacht Club’s committee.
Capt Turton was cremated at Scarborough Crematorium and his family are now making arrangements for a wake.
